Responsibilities
Supervises the Policy section of Office of Grants and Financial Management (OGFM); Responsible for selecting staff, assigning and reviewing work, approving/disapproving leave, and evaluating employee performance.
Advises national program leaders regarding the most effective way to administer funds. Reviews and approves joint solicitations and communications regarding the use of Agency funds.
Serves as the Policy Staff liaison to the Office of the General Counsel (OGC), documents/implements OGC opinions, and prioritizes the issues and correspondence sent from the Agency to OGC for review.
Assesses proposed and newly enacted legislation, regulations, and policies related to capacity funds, grants, cooperative agreements, and special projects. Recommends changes in regulations and Government-wide guidance.
Oversees all grant opportunity postings and Agency guidance on completing/submitting applications. Develops strategies to respond to eGrants changes and leads Policy staff in modifying business processes, policies and procedures.
Performs needed studies or analyses related to all of the Agency’s programs as required by Congress, NIFA management, NIFA Budget Office, and cooperating institutions.

Required
You must be a US Citizen or US National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Subject to one year supervisory/managerial probationary period unless prior service is creditable.
New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Successful completion of one year probationary period, unless previously served.
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (i.e., one year at the GS-13 grade level for consideration for the GS-14 grade level).
Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is experience researching, interpreting, analyzing, and applying legislation, regulations, and policies to Federal Financial assistance; developing guidance materials including modified policies and procedures; reviewing and approving solicitations, requests for applications or communications regarding the use of organizational or program funds; and leading or supervising a team.
