Responsibilities

Provides advice and oversight for the development and implementation of website policies, plans, and programs that have significant effect on FSIS' ability to communicate and engage with stakeholders.
Applies and ensures compliance with all relevant laws, regulations, and guidelines for digital communications, including Federal websites.
Assigns content tasks, technical tasks, sets team priorities, and works in conjunction with staff to ensure goals are met.
Manages a team and develops information policies and programs in support of FSIS goals of internal and external stakeholders in a variety of media.
Reviews a variety of documents prepared by others that involve a wide variety of subject matter experts.
Ensures that communication activities are consistent with and support OPACE and FSIS long-range plans, including the annual performance plan, strategic plans, budget plans and performance plans.
Reviews and evaluates operations to make work assignments; assesses and enhances program and policy efficiency and effectiveness, and/or recommends improvements.
Participates in critical meetings and produces a cogent memorandum of facts/ events assesses action required and contribute towards completing goals.
Coordinates activities and conceptualizes and implements strategies that create a dynamic web presence and leverage digital assets and messaging through other communication channels.
Works closely with the DECS director in developing and administering FSIS-wide digital communication strategies to inform stakeholders, consumers and the general public of FSIS priorities and information.

Required

You must be a US Citizen or US National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one-year probationary period, unless previously served.
Subject to one-year supervisory/managerial probationary period unless prior service is creditable.
New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Direct Deposit – Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Must pass the E-Verify employment verification check.
Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level).
For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates: Managing a team and directing processes that plan, evaluate, and implement digital communications programs and strategies for the agency.
Experience counseling or advising others on developing and evaluating technical solutions, managing an agency's digital strategy and presence, evaluating the quality of project and/or team deliverables.
Skill in planning and/or organizing competing priorities, making sound and effective administrative technical decisions.
Leveraging content management systems, digital best practices, and Federal guidelines to ensure a customer-driven approach for the agency's website.
