Responsibilities
Assists with the development and implementation of strategic plans and procedures of DBE, SLBE, ACDBE programs, Title VI, and applicable compliance activities.
Collaborates with Contracting Officer’s Technical Representatives (COTRs) and Contracting Officers and Managers to identify, goal set, promote, monitor, and report small business opportunities and activities.
Participates in the review of Statements of Work (SOWs), procurement requests, and solicitation documents, assisting in the identification of possible viable prime and subcontracting opportunities for DBEs, SLBEs, and ACDBEs or Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Small Business Enterprises (SBEs).
Conducts basic analyses of the number of ready, willing, and able DBE/SLBE/ACDBE firms available to perform individual items in the SOW or the entire SOW for all solicitations.
Participates in pre-proposal meetings and outreach events and explains the Authority’s small business programs and certification requirements. Updates presentational materials as required.
Reviews required DBE, SLBE, and ACDBE submittals upon receipt of bids or offers to determine if an acceptable plan for achieving the diversity goal or requirement has been submitted. Reviews any DBE, SLBE, or ACDBE participation waiver requests and provide recommendations for approval.
Assist in post-award compliance to ensure that the DBE, SLBE, and ACDBE participation in the contract is achieved, program requirements are being met, procedures are followed, and the certified firms perform a commercially useful function.
Monitors contract performance and payments. Ensures compliance with participation requirements and escalates non-compliance issues to senior employees or managers.
Tracks and reports on awards, contract modifications, and expenditures of DBEs, SLBEs, and ACDBEs.
Assists in preparing written materials promoting compliance efforts and participates in education opportunities to enhance internal and external understanding of compliance requirements.
Assists COTRs and Contracting Officers/Managers in sourcing DBEs, SLBEs, and ACDBEs.
Assists with all reporting requirements, i.e., DBE/ACDBE Uniform reports, triennial DBE/ACDBE goal methodology, etc.
Assists in reviewing applications and supporting documents for completeness and compliance with the 49 CFR Parts 26 and 23 certification requirements for AC/DBE and with Authority policy and program requirements for SLBE certification.
Supports the review of owner experience and firm performance in relevant work categories, assisting in conducting interviews and preparing investigative reports.
Participates in job-site interviews to substantiate a firm’s ability to perform work they are to be certified; views equipment used and employees performing the work.
Requests a Home State On-site Interview Report for firms applying for ACDBE/DBE Certification using an Interstate Application and existing outside the Virginia Unified Certification Program’s (VA UCP) jurisdiction.
Review physical files and electronic records and notes current activities, as required.
Provides support in investigating applicants with eligibility concerns and reviewing applications for concession operations as per FAA guidelines.
Assists in making recommendations for applicant approval or denial and may participate in technical evaluation committees and represent the Airports Authority at meetings.
Responds to inquiries concerning program requirements or applicant qualifications by telephone, support tickets, email, and/or letter.
Performs other duties as assigned.
Qualification

Required
Three years of progressively responsible experience with small or disadvantaged business programs. An equivalent combination of education and experience may be considered.
Knowledge of Federal regulations in 49 CFR, Parts 23 and 26, and 13 CFR, Part 121.
Knowledge of the Small Business Administration’s guidelines for classifying small businesses and the North American Industrial Classification System (NAICS Codes).
Knowledge of general business and financial practices and organizational structures to analyze financial statements, tax return documents, and other business information.
Ability to identify, promote, and monitor business opportunities for small and disadvantaged businesses.
Ability to perform detailed analyses of data and information and make recommendations.
Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
Skill in using computer and office suite software, with emphasis on database and spreadsheet software.
Preferred
Experience in pre-award and post-award Compliance and/or Certification activities.
Experience working with the U.S. Department of Transportation and FAA-funded third-party contracting requirements for large-scale public service construction projects related to pre-award and post-award functions.
A bachelor’s degree in any field.
A state driver’s license in good standing.
