Responsibilities
Lead or participate in the planning, development, testing, deployment, and evaluation phases of the system.
Maintain a comprehensive understanding of system functionality and its role in achieving business objectives.
Document and maintain functional and non-functional requirements as user stories.
Participate in requirement gathering and refinement sessions with business subject matter experts, partner programs, agencies, and vendors.
Review and provide feedback on technical requirements from vendors or external teams.
Assist in developing and executing user acceptance test scripts.
Analyze issues or bugs, presenting recommendations for resolution.
Coordinate with Agile Solution Managers to communicate issues and resolutions.
Create and maintain business and system process flows.
Collaborate with Business Solution Owners to communicate process and procedural changes to end users.
Work with vendors and technical staff to ensure system functionality adheres to program policies and regulations.
Assist in change management for transitions to new or upgraded systems.
Provide statewide business user support for data systems used in the program.
Act as a liaison between business users and technical staff during process automation implementation.

Required
Participate in all phases of the system development lifecycle (SDLC) for the client's administrative and payments system.
Capture, analyze, and document business requirements and ensure these requirements are effectively implemented in the designated systems.
Support end users, create training materials, document business and process flows, and provide process and functional support.
Act as a team lead or subject matter expert, fostering strong relationships between business and technology teams.

Advanced proficiency in Microsoft Word, Excel (e.g., VLOOKUP, pivot tables), and PowerPoint.
Intermediate skills in SharePoint and information databases.
Strong oral, written, analytical, presentation, and interpersonal communication skills.
Ability to communicate complex information clearly and concisely.
Ability to organize and evaluate data to drive decision-making.
Ability to troubleshoot data discrepancies and evaluate program/process effectiveness.
Strong understanding of program development and implementation.
Ability to translate business user needs to technical staff.
Strong judgment, decisiveness, and creativity in complex situations.
Knowledge of process automation needs and the ability to automate processes.
Ability to work independently, prioritize tasks, and collaborate effectively with team members.
Experience working with diverse communities and sensitivity to various cultural concerns.
Work is typically performed in an office environment with intermittent sitting, standing, or walking.
Ability to speak clearly, hear and understand normal conversation, and receive detailed information through verbal communication.
Close visual acuity for data analysis, preparing documents, and visual inspections.
Full range of hand and finger motion for data entry.
Preferred
Bachelor's degree in a related field from an accredited college or university.
Four or more years of experience in technology development projects as a liaison between business users and technical staff.
Two or more years of experience automating and documenting business processes.
Two or more years of experience creating user stories on platforms such as JIRA, DevOps, Microsoft Project, or TFS.
Experience with technology development projects.
Relevant certifications (e.g., CBAP, CCBA, PMI-PBA) are a plus.
