Responsibilities
Develop complete proposal package(s), working in close collaboration with sales, sourcing, legal, execution and other teams
Analyze, understand, and comply to complex documented commercial and technical specifications as required.
Identify and flag first of a kind or new technology risks in conjunction with product owners to secure required business commitments to mitigate acknowledged risk(s).
Engage risk mitigation and legal team guiding terms and conditions discussions, managing risks to the business, including ownership of the overall internal GE risk assessment matrix (RAM) tool.
Lead risk review process, per GE’s risk management process (Policy 5.0), with accountability for meeting quality, process compliance and business objectives.
Lead clarifications, deviations, and exception discussions well in advance for better clarity of bid submissions.
Prepare and integrate cost estimate details into a submission proposal prior to review of the proposed package by Management.
Develop a risk register to serve as the basis for estimating the appropriate contingency allowance for inclusion in the cost estimate.
Interface with internal/external customers as required to support the complete proposal generation effort.
Manage any subcontractor packages and offers included in bid bundle schedule.
Lead follow ups post bid to ensure clarifications and concerns are addressed directly.
Support complete proposal process improvement and proposal quality metrics analysis.
Provide technical solutions designed with the following components: Supervisory Control and Data Acquisition (SCADA), Remote Terminal Units (RTU), Human Machine Interface (HMI), Protection and Control (P&C), Cybersecurity (Industrial architecture)
Provide technical solutions for complex projects such as: Digital and Conventional substation automation, Microgrid solutions, Onshore and Offshore Wind solutions, Fast Load Shed system solutions, PMCS, ENMC, EMS, IEMS solutions

Required
Bachelor's degree in Electrical / Electronic from an accredited university or college
Minimum of 8 years relevant experience
Knowledge of GE Protection relays including application, settings, and configuration is a required.
Knowledge of substation network communication protocols and configuration (DNP3 and IEC61850) is a must.
Preferred
Technical and Commercial knowledge and understanding of electric transmission system operation, maintenance, performance, power equipment, and substation design.
Having System Applications Engineering experience is a plus.
Familiar with Protection and Control philosophies, schemes, and standards.
Knowledge of applicable standards such as ANSI, IEEE, IEC, CSA and UL/CUL.
Knowledge of, but not limited to SEL, Siemens and ABB protective relays is highly recommended.
Knowledge of SCADA, PMCS, IEMS, Microgrids, and Cyber Security is a plus.
Knowledge of local area networks, communication schemes, platforms and protocols used to provide local and remote interrogation with substation relays, meters, fault recorders and other intelligent electronic devices (IEDs).
Capable of generating network architecture and panel layout drawings in Visio/Excel, AutoCAD knowledge is a plus.
Capable of generating protection single line diagrams in Visio, AutoCAD knowledge is a plus.
Familiarity with Critical Infrastructure Protection (CIP) rules will be a benefit.
Strong interpersonal, verbal and written (reporting, graphical) communication skills with ability to work in a team environment, positively influence others, and develop strong internal and external relationships.
Comfortable working in a dynamic changing environment with multiple, occasionally conflicting, priorities.
Excellent organizational skills and ability to manage a wide variety of issues for multiple tenders simultaneously.
Demonstrated ability to analyze and resolve problems.
Ability to document, plan, market, and execute programs.
Established project management skills.
