Responsibilities

Overseeing investigation of traffic requests for transportation and capital projects.
Serving as staff liaison for the Transportation and Traffic Advisory Board.
Optimizing the City's traffic signal system and managing consultant contracts for signal improvements.
Updating the city's Street Safety Action Plan and coordinating with other departments for traffic control.
Providing technical support to Planning & Development Services Department and reviewing traffic studies and forecasts.
Assisting in citizen requests for traffic calming and project identification and cost estimates.
Managing consultant service contracts for traffic analysis and project design.
Reviewing engineering plans prepared by consultants and coordinating input from stakeholders.

Required

A bachelor's degree in civil engineering or a related field, AND four years of progressively responsible professional engineering experience, including one year in traffic engineering, OR an equivalent combination of education and experience.
Must possess or be able to obtain, at the time of hire, a valid Texas Driver's License.
Texas Professional Engineer (PE) License, or the ability to obtain by reciprocity within six (6) months of hire date.
Required Knowledge of: Texas Manual on Uniform Traffic Control Devices (TMUTCD), Traffic engineering, transportation planning, and multimodal transportation principles and practices, Traffic and transportation standards and design guidelines, including Texas Department of Transportation (TxDOT), American Association of State Highway Officials (AASHTO), National Association of City Transportation Officials (NACTO), Federal Highway Administration (FHWA), and Institute of Transportation Engineers (ITE), Intelligent transportation systems, traffic signal operation and equipment, and work zone traffic safety, The Americans with Disabilities Act (ADA), Local government organization, operations, policies, and procedures, Graphic and digital mapping methods and file management procedures, Principles of digital record keeping and records management, Budget and financial management principles, Public relations techniques and procedures.
Required Skill in: Interpreting technical documents and map specifications, Collecting, tabulating, organizing, evaluating, analyzing, and presenting data and information, Reading, interpreting, understanding, creating, revising, and applying planning standards and procedures, applicable Federal and state rules and regulations, and City policies, procedures, and ordinances, Interpreting and enforcing contract language, Planning, preparing, and conducting presentations to groups, Interpreting and applying department standards and City policies, Assessing and prioritizing multiple tasks, projects, and demands, Establishing and maintaining cooperative working relationships with coworkers, elected and appointed officials, other agencies, businesses, and the general public, Operating a personal computer utilizing a variety of software, Applied critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals or groups, Effective communication, both verbal and written, Appropriate dress and appearance.

Preferred

A master's degree and experience in municipal government are preferred.
Professional Traffic Operations Engineer (PTOE) certification is preferred.
Graduate Engineer Considerations: A graduate engineer or engineer-in-training may be considered. A bachelor's degree in civil engineering or a related field, AND a minimum of two years of progressively responsible traffic engineering experience, AND Texas Engineer in Training certification are required.
