Responsibilities

Proposes policies and procedures for all domestic travel activities which conform to agency, departmental and government-wide management practices and requirements.
Interprets travel regulations, policies, and procedures as well as identifies the need for and development of travel-related standard operating procedures to address areas of non-compliance.
Informs program officials of new or revised APHIS, Departmental, Government-wide, and AC travel policies and procedures.
Performs travel management actions related to activity such as on-boardings, separations, and deployments and ensures established checklists are accurately populated to reflect progress achieved.
Serves as a Federal Agency Travel Administrator (FATA) for Concur.
Manages APHIS and AC travel restrictions on conference attendance including serving as an AC point of contact for preparation and tracking of large meeting travel packages.
In collaboration with other Travel and Transportation Specialists, acts as a point of contact for all travel (TDY, foreign, and relocation) in AC.
Conducts compliance reviews to evaluate the extent and quality of USDA, APHIS, AC, implementation of travel laws, policies, and procedures and/or to assist with managerial problem-solving activities.
Provides training and assistance, as requested, to new employees on using the Concur electronic travel system.

Required

You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
All USDA employees are required to be enrolled in Continuous Vetting.
Selectee will be required to establish and maintain a home official duty station with reliable internet connectivity.
Candidate must be available to work an 8-hour tour of duty between the hours of 7 am - 6 pm ET.
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level.
Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public sectors.
Training and providing assistance to all levels of employees on using electronic travel systems.
Tracking and monitoring issues as well as works with other Financial Management Team members to develop job aides/standard operating procedures.
Understanding of geographical and program peculiarities requiring special attention.
Applying complex travel regulations and policy guidance to travel management activities.

Preferred

Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
3 full years of progressively higher level graduate education leading to such a degree.
Equivalent combinations of education and experience are qualifying for this grade level.
