Responsibilities

Provide a comprehensive understanding of tribal needs which will play a role in shaping long-term solutions in program accessibility and designs that meet the specific needs of tribal communities.
Perform a literature review and gap analysis of the state of knowledge of tribal grid resilience needs. This includes existing institutional knowledge about how tribes have historically approached energy resilience and grid project deployment.
Analyze and differentiate diverse tribal energy needs, including planning and deployment approaches of tribes.
Provide a detailed assessment and synthesis of current knowledge and gaps, providing Provide recommendations and priorities for addressing the challenges.
Support establishment of consultation goals and questions.
Support sharing of literature review results with tribes and leadership.
Coordinating deliverables with document production staff.
Monitor project scopes, schedules, and budgets.
Organize and facilitate meetings (such as preparing agendas, developing and presenting meeting content, and preparing summaries).
Communicate analysis and results with clients, applicants, stakeholders, and agency staff.

Required

Bachelor's Degree in natural or physical science, public policy, economics, environmental management or related subjects.
5 years of professional experience preparing and/or reviewing documents in compliance with NHPA and associated regulations – additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
Must have knowledge of and experience in federal, tribal and local environmental laws and regulations, as demonstrated through work performed in a previous role.
Experience with developing and maintaining project schedules and budgets.
Experience interfacing with clients and internal and external stakeholders.
Experience with energy projects.
Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
US Citizenship is required.
Must be able to successfully pass DOE background investigation.

Preferred

Experience working with tribal entities and Tribal Historic Preservation Office (THPO) is highly desirable.
