Responsibilities

Align survey resources (people and equipment) across time and space effectively to attain business goals. Proposes additional resource requirements to attain business goals.
Create and drive a commercial survey plan to attain revenue potential. Defines desired outcomes, resources both desired and required, and delineates activities to achieve desired outcomes.
Oversee RFP review and risk assessment, proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs.
Oversee proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
Develop and apply advanced concepts, techniques, standards and solutions to unusually complex problems
Ensure compliance with procurement regulatory requirements and provides the primary customer interface on related issues
Advise management on business decisions from a contractual perspective and facilitates customer interface regarding contract performance matters
Serve as technical advisor regarding sensor payloads, COTS processing software to support survey proposals.
Leverage Absolute Ocean (AO) as the delivery, collaboration, and storage platform for hydrographic surveys.
Act as the primary company interface with customer contracting officers and procurement agent
Work with the legal team to manage all new contracts and contract revisions for Terradepth offers
Write compelling proposals to win new business for identified opportunities that could be beneficial for Terradepth’s business
Understand and assess identified opportunity requirements; conduct research and risk assessments to uncover “need to know” pitfalls and opportunities
Ensure proposals are competitive, compliant, and meet all the necessary requirements in both the commercial and government sectors
Ensure timely and accurate submission of proposals
Assist in contract negotiations and strategies
Assist in post-contract evaluations and relationship management
Coordinate and collaborate with the survey operations project team(s) to review project plans, proposals and provide updates
Assist with managing the contract to ensure compliance with agreed upon terms, delivery schedules, quality and safety standards, and performance metrics.
Travel up to 15%

Required

US citizen
Master’s Degree in a relevant hydrographic, oceanographic survey, engineering, geoscience related discipline.
Minimum twenty (20)+ years of previous offshore and nearshore geophysical surveying experience
Fifteen (15)+ years working in Geophysical survey Contract Management, Tender Management, Proposal Development, Project Management and/or Procurement covering both Government and Commercial geophysical surveying
Able to provide guidance to others to ensure compliance in the proposal, negotiation, administration, and other contract related activities
Strong analytical and negotiation skills
An excellent communicator (verbally and written) and able to form good working relationships with clients and colleagues at all levels.
Ability to work both independently and within a team environment.
Highly motivated and problem-solving attitude.
Strong sense of urgency in responding to constituents.
Effective verbal and written communication skills.
Strong work ethic and commitment to quality.
Ability to operate independently with limited direction.
Commitment to working cross-functionally, sharing information and driving for results.
