Responsibilities
Design, develop, and maintain web applications, websites, and other digital platforms for DHS. Ensure that sites are functional, user-friendly, and meet user requirements.
Implement website content, graphics, and performance enhancements to optimize user experience and efficiency.
Create and modify responsive web designs that are adaptable across devices and platforms.
Develop and integrate web-based applications to meet business and security requirements.
Analyze and organize user needs to determine the best structure for website content, graphics, and multimedia elements.
Convert written, graphic, audio, and video components into web-friendly formats, ensuring proper display and functionality across platforms.
Integrate multimedia content, such as video, images, and audio, into websites using specialized software tools.
Ensure the optimal performance of web applications by analyzing and implementing solutions for website performance and capacity management.
Monitor and optimize site loading times and troubleshoot issues to ensure seamless operation.
Develop solutions to handle high volumes of traffic, ensuring the website remains responsive and available at all times.
Integrate websites with other systems, applications, or databases as needed, ensuring smooth data flow and functionality across platforms.
Implement and manage Content Management Systems (CMS) to streamline content updates and maintenance processes.
Work closely with cross-functional teams, including IT, security, and project management, to ensure website projects meet all functional, security, and compliance requirements.
Implement security measures in website development to ensure that DHS web platforms are secure from external threats and comply with federal and organizational security standards (e.g., NIST, FISMA).
Ensure that user data is handled securely and in compliance with privacy policies and regulations.
Conduct rigorous testing on all web applications and sites to ensure that they are functioning as expected.
Perform quality assurance and bug testing, addressing issues promptly to maintain a high-quality user experience.
Ensure cross-browser and cross-platform compatibility.
Collaborate with stakeholders, including designers, content creators, and IT teams, to ensure alignment with overall goals and project specifications.
Maintain detailed documentation on the development process, updates, and any modifications made to websites or web applications.
Provide technical guidance and support to junior developers and team members.

Required
Bachelor’s degree in Computer Science, Web Development, Information Technology, or a related field.
8+ years of professional experience in web development, including building, maintaining, and optimizing websites and web applications.
Proven expertise in web technologies including HTML5, CSS3, JavaScript, PHP, and popular web frameworks (e.g., React, Angular, Node.js).
Experience with Content Management Systems (CMS) such as WordPress, Drupal, or custom systems.
Knowledge of web server technologies (e.g., Apache, Nginx, IIS) and web application frameworks.
Experience in integrating websites with databases and other external systems or APIs.
Strong proficiency in front-end web development (HTML5, CSS3, JavaScript, jQuery) and back-end technologies (PHP, Node.js, MySQL, etc.).
Expertise in responsive design and mobile-first development techniques.
Experience with version control tools (e.g., Git, GitHub, Bitbucket).
Familiarity with web security practices, including SSL/TLS, cross-site scripting (XSS), and SQL injection prevention.
Strong troubleshooting and problem-solving skills, with the ability to identify and resolve complex technical issues.
Knowledge of multimedia content formatting and integration for the web (e.g., audio, video, images).
Understanding of SEO best practices and web performance optimization.
Due to the nature of this role, candidates must possess or be able to obtain the required security clearance.
Preferred
Master’s degree is a plus.
Web Development certifications or related qualifications (e.g., Certified Web Professional, Adobe Certified Expert).
ITIL Foundation or related IT service management certifications.
Certified Information Systems Security Professional (CISSP) or Certified Ethical Hacker (CEH) (preferred but not required).
