Responsibilities
Design and implement a comprehensive competency framework aligned with organizational goals and job roles.
Collaborate with leadership and department heads to identify key skills, behaviors, and performance expectations for various roles.
Develop tools and resources to assess and measure employee competencies effectively.
Ensure the framework supports performance evaluations, succession planning, and career development initiatives.
Build and implement career pipelines to facilitate internal mobility and professional growth.
Design structured career pathways for employees across various functions and levels.
Identify skill gaps and develop strategies to bridge them through training, mentorship, and coaching programs.
Partner with HR and leadership to align career development opportunities with organizational needs.
Design and launch a Learning Institute to centralize employee training and development programs.
Develop and curate learning content, including leadership development, technical skills, and soft skills training.
Implement innovative learning solutions such as e-learning platforms, workshops, and blended learning programs.
Measure the effectiveness of training programs and use data to continuously improve learning outcomes.
Analyze workforce data to forecast future talent needs and develop strategies to address them.
Partner with HR and operational leaders to ensure workforce development initiatives align with strategic priorities.
Promote diversity, equity, and inclusion in all workforce development activities.

Required
Bachelor's degree in Human Resources, Organizational Development, Business Administration, or a related field.
5+ years of experience in workforce development, HR consulting, or organizational development.
Proven expertise in competency modeling, career pathway design, and training program development.
Experience in establishing or managing learning and development programs or institutes.
Strong project management skills, with the ability to manage multiple initiatives simultaneously.
Excellent interpersonal and communication skills, with the ability to collaborate with diverse teams.
Analytical mindset with the ability to use data to drive decisions and measure success.
Knowledge of modern learning and development tools, platforms, and methodologies.
Familiarity with workforce planning models and trends.
Preferred
Master's degree.
Certification in workforce planning, learning and development, or competency modeling (e.g., SHRM-CP, CPLP).
Experience working in large, complex organizations, particularly in healthcare or public sector environments.
Expertise in integrating DEI principles into workforce development initiatives.
Proficiency in learning management systems (LMS) and other HR technology platforms.
