Director, Office of Human Resources and Organizational Development (DOT Executive V)

The Maryland Department of Transportation is seeking an experienced and strategic Director of Human Resources & Organizational Development to lead agency-wide HR operations. This role involves managing HR functions, ensuring compliance with laws, and driving initiatives that support operational excellence.

Responsibilities

Develop and implement departmental policies and programs
Manage core services
Provide guidance and recommendations to the Administrator, Deputy Administrator and Directors on new policies or legislation affecting the Administration
Provide advice to managers on highly sensitive or complex issues
Provide coaching, mentoring, and professional development to members of the HR staff to strengthen capabilities and performance
Ensure compliance with Maryland HR laws, COMAR regulations, TSHRS policies and MOU’s
Oversee Human Resources and Organizational Development budget
Serve as Human Resources and Organizational Development’s representative to MDOT improvement efforts
Collaborate with the Civil Rights and Fair Practices office to ensure all employment actions are compliant and equitable

Required

Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or related field
Seven (7) years of executive-level experience, including leadership of HR teams in large, complex organizations
Three (3) years must have been in employee relations, performance management, workforce planning and organizational development
Strong leadership and communication skills
Ability to exercise sound judgment, maintain confidentiality, and manage sensitive personnel matters
Ability to operate effectively in a fast-paced, high-volume environment
