Administrative Specialist

City of Grand Junction is seeking an Administrative Specialist to support the Rail Section of the Transit Division for King County's DOT. Responsibilities

Plans, schedules, assigns work, and supervises the maintenance and repair of light rail vehicles, related equipment and/or facilities
Assists in supervising and coordinating the daily activities of a rail car maintenance and repair facility
Supervises, counsels and disciplines subordinate personnel and represent Light Rail at disciplinary hearings as needed
Determines work priorities and establishes shift schedules
Directs the servicing and cleaning of rail cars
Coordinates with Operations on car assignments, pull-in, pull-out and exchanges
Monitors usage of tools and equipment
Ensures compliance with safety regulations, performs safety training and supervises safe work practices; investigates industrial injuries
Prepares preventative maintenance programs and monitors same
Prepares overhaul programs and monitors same
Observes and reports on the condition of transit property and rail vehicles; assures compliance with provisions of equipment warranties
Supervises the re-railing and loading of equipment
Operate company assigned vehicles including hy-rail and aerial lift devices
Makes estimates of labor, time, costs, and materials
Serves as a department representative in interaction with other LINK LR departments and outside agencies
Using a computer, prepares written reports, documents defects and repairs on inspection forms, work orders, or specialized software; performs related data input and retrieval
Operates LR vehicles, as needed

Required

Bachelor's Degree in Business, Public Administration, or related field AND 4 years experience in Transit Maintenance, and 2 years experience in a supervisory capacity; or the equivalent combination of education, course work and experience in the specialty areas
Working knowledge of principles of supervision, scheduling, motivation and discipline
Working knowledge of industrial and general safety rules and regulations as applied to a maintenance shop, hazardous materials handling, storage and disposal
Knowledge of laws, ordinances and regulations governing the activities of employees working in a high voltage environment, including maintenance safety and accident prevention
Working knowledge of theory, operation and repair of systems similar to those found on light rail vehicles, electrical components, shop equipment, air conditioning, heating, pneumatics, hydraulics and other related light rail vehicle systems
Working knowledge of equipment and tools used in the maintenance and repair of light rail vehicles
Knowledge of principles of quality control and quality assurance
Knowledge of standard maintenance principles including preventative maintenance
Knowledge of principles of electricity, electronics, and digital circuits
Able to stay current with new rail technologies
Able to operate common office equipment, including personal computers and common software applications
Ability to plan and schedule the work of a maintenance shop for optimum production
Able to understand, interpret and apply rules, regulations, union contract provisions and policies and procedures
Ability to read and understand drawings and schematics
Ability to communicate clearly and effectively both orally and in writing
Ability to establish and maintain cooperative relationships with those contacted in the course of work
Ability to acquire a Light Rail Yard Operator card and a Class A CDL
